What characteristics constitutes work as 'Folk Art' ?
I have made up some stories that are fantasy and suggest certain manners of how things where created or came to be. Mind you, it is only fantasy fair much like a fable. Is it possible I have created 'folk art'.

I think you mean, folk lore. Folk art is a visual piece, not prose. It is categorized by the artist's lack of artistic schooling and their success in creating a complete, well-rounded work of art inspite of this 'disability'.
Folk lore is categorized by its age (normally the legend, myth, w/e is very old), its content (often it is fantastical but based in truth), and often by the length of the lore (generally tales are short and sweet, getting to the point in the least amount of time that allows the story to be fully and artfully told).
Ethnic Embroidery of Qiang – a Miracle in Chinese Folk Art (4)
Paper-cutting and embroidery are both folk industrial art forms of China, they both are indivisible parts of Chinese folk culture. As a wonderful art miracle of Qiang nation culture, Qiang embroidery, in terms of design, color, form or stitch styles, are all imbued with rich deposits of the ancient Qiang nation's millennium culture and Qiang people's ideas for life.

Qiang nation, also be called "the nation stay in clouds ", mainly live together in the Mao county of Aba prefecture, Wenchuan county and Li county, as well as the Beichuan autonomous county of Qiang nation in Mianyang city in Sichuan province China.
